If you are planning a proposal in Kotor, you have picked one of the most beautiful places on the whole Adriatic. Ancient fortress walls, turquoise water, mountains that drop straight into the bay. It feels like you could say yes just about anywhere here, and every frame would look like a postcard.

There is one thing the guidebooks rarely mention. In summer the most postcard-perfect corners of Kotor are packed with tourists, and an intimate moment turns into a performance for a crowd. We have lived and worked here for more than ten years, and we know exactly where you can stay alone together in Kotor, and where it is best not to even try. Let's take it step by step.

  • Our favorite: a proposal from a boat near Perast, with the islet of Our Lady of the Rocks behind you. A private, beautiful boat, golden hour, and complete privacy.
  • Want a panorama without the crowd: the Kotor to Lovcen cable car lifts you to about 1,348 meters in just a few minutes.
  • The Kotor serpentine gives you that classic bay view, but in summer there are time-of-day driving restrictions. This one you need to plan ahead.
  • What to avoid in summer: the St John fortress climb, the packed Old Town, and the town piers, where swimmers end up in your frame.

A boat near Perast: our favorite spot to propose

If you ask us where to propose around Kotor, the answer is almost always the same: on the water, near Perast. It is a tiny town about half an hour from Kotor, and out in the middle of the bay sits the man-made islet of Our Lady of the Rocks (Gospa od Skrpjela). There is simply no other view like it in Montenegro.

Why the boat works best of all:

  • Complete privacy. Out on the water it is just the two of you, with no strangers behind your back and no line of people waiting to take the same shot.
  • The light. During golden hour, the last hour before sunset, the bay turns a soft gold and the stone islets seem lit from within.
  • A cinematic frame every time. The islet, the bell tower, the mountains all around, and the open water build a scene you simply cannot recreate from the shore.

One honest note up front: we don't land on the islet itself for the shoot, since photography there is not allowed. But you don't need to. The strongest frame comes from the water, with the islet sitting as a picturesque backdrop right behind you.

How it works: you focus only on the surprise, and we take care of everything else. We will arrange a beautiful boat, plan the route and time it for golden hour. On board we blend in as part of the crew and help you settle in, so no one suspects there are professional photographers along. At the right spot we will offer to take a photo on your phone, and from there it is all you. The emotions are guaranteed. Good to know about Perast: the town is tiny, about 25 minutes on foot from one end to the other, often less. In summer the center is closed to cars, so parking is only at the entrance and the exit of town, and it is paid. Come with time to spare. 📍 Perast on the map

The Kotor to Lovcen cable car: a panorama with no hiking

The second option is for anyone who wants scale and height without an hours-long climb. The cable car lifts you from the edge of Kotor almost to the top of Lovcen, to about 1,348 meters, in just a few minutes. From up there the whole Bay of Kotor lies before you, with all its curves and the tiny waterside towns far below.

It makes a wonderful stage for a proposal closer to sunset. Plenty of people come up for the sunset, but the area is large, and away from the main viewing amphitheater it is not hard to find a private corner. At that hour the play of light and shadow brings out the layered ridges of the mountains, and it is incredibly beautiful. There are a couple of cafes at the top where you can celebrate the moment and cool off after the heat below. Just keep in mind that it is always cooler and windier up high than by the sea, so a light shirt is a good idea even in summer.

How to get there

Buses to the cable car leave from Kotor's main bus station. 📍 Kotor bus station. On Google Maps the transfer point is sometimes marked at the main pier, but boarding is not there, and it is a 15 to 20 minute walk from the pier, which can feel long in the heat. Tickets and weather

A round-trip ticket runs about 15 to 22 € depending on the season, pricier in summer. It is best to buy online on the official site kotorcablecar.me, where there is sometimes a small discount. And always check before you set out that the cable car is running: it can be stopped in a storm or strong wind.

The Kotor serpentine: that classic bay view

The old road from Kotor toward Njegusi and Cetinje winds upward through dozens of sharp hairpins, and from each one the view of the bay opens wider. The serpentine starts right above town. It is a beautiful spot and works well for a proposal, but this is exactly where you need to plan everything ahead. 📍 Start of the serpentine on the map

⚠️ Important for summer: on the old Kotor to Njegusi serpentine, in high season (roughly 25 May to 15 October) a directional, time-of-day driving restriction is in place. According to available data, the descent toward Kotor is closed from about 08:00 to 15:00, and the climb up from Kotor from about 14:00 to 19:00.

What this means for you: to reach the viewpoint by sunset, you need to head up before the daytime closure of the climb. The hours are adjusted each season, so check the current schedule before you go.

A few more words about the road itself. It is narrow, single-lane in places, with few guardrails and more than two dozen sharp hairpins. It is best to drive a compact car, take your time, and avoid the middle of the day when it is hot and busy if you can. And keep in mind: if you stay for the sunset, you will be driving back down those same turns in the dark.

Where to stop for the view

  • The lower viewpoint. This gives you the classic view of the bay, and you can climb onto the rocks for a shot. Just be extremely careful: it is a long drop here and almost certainly a fatal one. 📍 Viewpoint on the map
  • Bar Horizont. The same panorama, but with the chance to enjoy a quiet coffee or a glass of wine overlooking the bay. It can get busy, depending on the time and the weather. 📍 Bar Horizont on the map
  • The upper viewing platform. Right at the top there is a round lookout where you can see the whole bay. 📍 Platform on the map

⚠️ About the weather: the views from the serpentine and Lovcen really are stunning, but they depend entirely on the weather. On an overcast or cloudy day you risk ending up in plain fog and seeing nothing at all. Before you go, check the forecast and look at the sky over the mountains.

Where not to propose in summer (honestly)

These are the spots the travel sites love to recommend. We shoot here all year round, so we will say it plainly: in high season they are more likely to disappoint than to make the moment special.

The St John fortress

Yes, from the top the view of Kotor and the bay is stunning. But it is a climb of more than a thousand stone steps, around an hour, usually in open sun and a steady stream of tourists. The stone has worn smooth over the centuries and is slippery in places, so you need good shoes and care. Entry to the climb up to the fortress is paid, around 8 € per person (more in high season). If you do decide to go up, be sure to bring water and something for the sun. For the proposal itself we don't recommend this spot: you won't get any privacy here, and the same bay view is far calmer from the serpentine or the cable car.

Kotor's Old Town

Inside the fortress walls the atmosphere is incredible: narrow lanes, old churches, stone polished smooth over the centuries. But in summer the Old Town is one solid stream of people, especially when the cruise ships come into port. Dropping to one knee in the middle of a crowd with suitcases and selfie sticks is, as you can imagine, not a great idea. For an unhurried evening stroll together it is lovely, for the proposal itself it is not.

The town piers and waterfront

A pier by the water seems romantic, and in the off-season it is. But in summer those same piers and the waterfront are where people swim and sunbathe, so someone's towels and beach scenes are sure to land in your frame. For an intimate moment it is not the best backdrop. If you really want the water, let's go back to the first option: a boat solves all of this at once.

When to come: the month and the time of day

Timing matters just as much as the place. The right hour can turn even a simple spot into a magical scene, while the wrong one can spoil the most beautiful view.

  • The best months. May, June, and September into early October. Warm, but without the July and August heat and without the peak crowds. The light is softer then, and the evenings are longer and calmer.
  • Golden hour. Try to plan the moment for the hour before sunset. The light then is warm and soft, the shadows are long, and the water in the bay seems to glow. It is the best hour both for the proposal itself and for the photos.
  • What to avoid. The middle of the day, 11 to 16, is the hottest time, with harsh light and the most tourists. If you have a choice, don't set the proposal for midday.

A local light nuance only we really know: in many spots the sun drops behind the mountains noticeably earlier than the forecast sunset, and you can end up in shade. We know when the sun sets behind the mountains on every day of the year, and we will plan the right light precisely around your proposal and shoot. Sunrise is the opposite: the sun bursts out from behind the mountains already harsh, almost like daytime light with sharp shadows, so early morning doesn't suit every spot.

A tip if you are proposing on your own. Bring a tripod or a selfie stick with a phone mount on the trip. Tell your partner you want a photo together to remember the day, and ask them to stand on a pretty spot.

Set the phone on the tripod, frame the shot around your partner, and stand beside them. Then, instead of a photo, quietly start recording video. Now walk over, drop to one knee, and ask the big question. From the finished clip it is easy to pull great still frames afterwards, and you also keep a living video of the moment itself.
