Planning a proposal abroad?
Montenegro is one of the most romantic places in Europe to pop the question. If you’re looking for inspiration, check out our full guide to a perfect proposal in Montenegro. With its mix of Adriatic Sea views, medieval towns, dramatic mountains, and golden sunsets, it offers unforgettable backdrops for such a special moment. From historic stone walls to hidden viewpoints and boat rides on the Bay of Kotor, the country is full of locations that combine intimacy with breathtaking scenery. Whether you’re dreaming of a fairytale Kotor proposal, a Perast boat ride, or a sunset over Sveti Stefan, Montenegro has countless spots to make your engagement story unique.

Perast — Private Boat Ride on the Bay
A proposal on a boat in Montenegro is one of the most romantic experiences you can plan. Renting a private boat in Perast allows you to cruise along the bay, with the medieval town and mountains in the background.
👉 Practical tip: Boats can be rented easily, but make sure to book in advance during high season. Sunset rides are especially popular and sell out quickly.
💍 Stress-free package option: If you want everything to be seamless, we’ve created a ready-made proposal package. You won’t need to worry about a thing — we’ll book the boat for you, choose the perfect time, give instructions to the captain, meet you at the pier, and make sure everything runs smoothly. A professional photographer will discreetly capture the moment, and you’ll receive your edited photos the very same day.

Kotor Fortress — Sunset Proposal with Bay Views
The climb to Kotor Fortress (San Giovanni) is one of the most iconic experiences in Montenegro. The hike is steep and takes effort, but once you reach the top, you’re rewarded with panoramic views of the Bay of Kotor. At sunset, when the sea and mountains turn golden, it becomes one of the most breathtaking proposal spots in Montenegro.
👉 Practical tip: Entry is ticketed. In summer, the climb can be exhausting due to the heat, so bring water, wear comfortable shoes, and plan your visit in the early morning or late afternoon.
Kotor City Walls — Inside the Old Town
Within Kotor’s Old Town you can also explore sections of the city walls. They wind around the town and offer charming views of narrow streets and terracotta rooftops.
👉 Practical tip: This area is usually very crowded, especially during cruise ship days. If you dream of a quiet, private moment, this spot is not the best choice for a proposal — it’s more of a sightseeing experience than an intimate setting.
Perast — Proposal on Our Lady of the Rocks
Perast is a tiny baroque town, famous for its two islands in the bay. Proposing on Our Lady of the Rocks is a truly unique experience, with the church and endless sea views as your setting.
👉 Practical tip: Access inside the church is restricted, and photography there is not allowed. Stay respectful of local traditions and plan your proposal outside the church, where the backdrop is just as stunning.
Kotor Cable Car & Mountain Viewpoint
Opened recently, the Kotor cable car connects the bay with the Lovćen mountain. The ride itself is breathtaking, rising above the terracotta roofs and turquoise waters. At the summit, you’ll find one of the most spectacular proposal viewpoints in Montenegro — a panorama of the entire bay.
👉 Practical tip: The top viewpoint can get windy, so plan ahead for comfort. Tickets are round trip, and lines may be long in peak season — arrive early.
Horizont Bar — Drinks with a View
Perched high on the road to Lovćen, Horizont Bar is famous for its sweeping views of the bay. With a glass of wine or cocktail in hand, the panorama is truly stunning and has become a popular stop for tourists driving up the mountain.
👉 Practical tip: Getting there is not simple. The road is a narrow serpentine, and despite restrictions, large buses often use it, causing traffic jams that can last for hours. Combined with the crowds that pack the bar at sunset during peak season, this location can be stressful rather than romantic. For this reason, we don’t recommend Horizont Bar as a proposal spot — even though the view itself is unforgettable.
Gorazda Fortress
Just a short drive from Kotor, Gorazda Fortress is a lesser-known but incredibly atmospheric spot. This Austro-Hungarian fort offers wide, open views over the Bay of Kotor and the surrounding mountains. Unlike the busy Old Town or city walls, Gorazda is quiet, spacious, and perfect for a private proposal without the crowds.
👉 Practical tip: The fortress is reached by the same serpentine road that leads to Horizont Bar. Despite the official restrictions, buses still drive here, which can cause traffic jams and long delays. The good news is that Gorazda is slightly closer than Horizont, so the drive is shorter — but the road conditions and risks of being stuck remain the same. Plan extra time and avoid peak hours if you choose this spot.
Sveti Stefan Bridge — Iconic Backdrop
Sveti Stefan is one of Montenegro’s most famous landmarks, a small island connected to the mainland by a narrow stone bridge. The view is iconic, and it’s a spot where many couples dream of taking engagement photos.
👉 Practical tip: The hotel on the island is permanently closed, and access is restricted. The bridge itself is public, but it’s rarely romantic — it’s full of tourists, locals sunbathing, people in swimsuits, and even fishing nets being stored along the way. While you can take beautiful photos here with the island in the background, we don’t recommend it as a proposal spot. Privacy is nearly impossible, and the constant flow of onlookers can ruin the moment. Instead, we use this location for photo sessions rather than the actual proposal.

Sveti Stefan Panorama Viewpoint
The panoramic terrace above Sveti Stefan is one of the most photographed spots in Montenegro. From here, the island looks like it’s floating in turquoise water, and the view is absolutely breathtaking.
👉 Practical tip: Despite the incredible view, this terrace has several downsides. It can often be closed to the public, as it is frequently rented out for weddings and private events. Even when it’s open, it’s extremely popular — in high season, busloads of tourists arrive at sunset, making it crowded and noisy.
✨ Better alternative: If you’re looking for a quieter proposal, there are nearby viewpoints with the same postcard-worthy perspective but almost no tourists. These hidden spots offer the same magical view of Sveti Stefan without the crowds, ensuring a far more intimate and relaxed experience.

Tips for Planning a Proposal in Montenegro
Choosing the right season and time of day: Spring and autumn offer mild weather and fewer tourists. Sunsets are especially beautiful in summer.
Privacy vs. popular locations: Famous spots like Kotor and Sveti Stefan are stunning but busy. Consider a boat ride or hidden viewpoint for more intimacy.
Hiring a photographer/videographer: To capture the moment forever, hire a local professional who knows the best light and angles.
