Within Kotor’s Old Town you can also explore sections of the city walls. They wind around the town and offer charming views of narrow streets and terracotta rooftops.

👉 Practical tip: The top viewpoint can get windy, so plan ahead for comfort. Tickets are round trip, and lines may be long in peak season — arrive early.

Perched high on the road to Lovćen, Horizont Bar is famous for its sweeping views of the bay. With a glass of wine or cocktail in hand, the panorama is truly stunning and has become a popular stop for tourists driving up the mountain.

👉 Practical tip: Getting there is not simple. The road is a narrow serpentine, and despite restrictions, large buses often use it, causing traffic jams that can last for hours. Combined with the crowds that pack the bar at sunset during peak season, this location can be stressful rather than romantic. For this reason, we don’t recommend Horizont Bar as a proposal spot — even though the view itself is unforgettable.

Gorazda Fortress

Just a short drive from Kotor, Gorazda Fortress is a lesser-known but incredibly atmospheric spot. This Austro-Hungarian fort offers wide, open views over the Bay of Kotor and the surrounding mountains. Unlike the busy Old Town or city walls, Gorazda is quiet, spacious, and perfect for a private proposal without the crowds.

👉 Practical tip: The fortress is reached by the same serpentine road that leads to Horizont Bar. Despite the official restrictions, buses still drive here, which can cause traffic jams and long delays. The good news is that Gorazda is slightly closer than Horizont, so the drive is shorter — but the road conditions and risks of being stuck remain the same. Plan extra time and avoid peak hours if you choose this spot.

Sveti Stefan Bridge — Iconic Backdrop

Sveti Stefan is one of Montenegro’s most famous landmarks, a small island connected to the mainland by a narrow stone bridge. The view is iconic, and it’s a spot where many couples dream of taking engagement photos.

👉 Practical tip: The hotel on the island is permanently closed, and access is restricted. The bridge itself is public, but it’s rarely romantic — it’s full of tourists, locals sunbathing, people in swimsuits, and even fishing nets being stored along the way. While you can take beautiful photos here with the island in the background, we don’t recommend it as a proposal spot. Privacy is nearly impossible, and the constant flow of onlookers can ruin the moment. Instead, we use this location for photo sessions rather than the actual proposal.

Sveti Stefan Panorama Viewpoint

The panoramic terrace above Sveti Stefan is one of the most photographed spots in Montenegro. From here, the island looks like it’s floating in turquoise water, and the view is absolutely breathtaking.

👉 Practical tip: Despite the incredible view, this terrace has several downsides. It can often be closed to the public, as it is frequently rented out for weddings and private events. Even when it’s open, it’s extremely popular — in high season, busloads of tourists arrive at sunset, making it crowded and noisy.

✨ Better alternative: If you’re looking for a quieter proposal, there are nearby viewpoints with the same postcard-worthy perspective but almost no tourists. These hidden spots offer the same magical view of Sveti Stefan without the crowds, ensuring a far more intimate and relaxed experience.
