The best proposal spots in Montenegro sit around the Bay of Kotor and Sveti Stefan, but a postcard view and a calm moment don’t always go together. Our favourite is a private boat near Perast, facing the two islets opposite the town. Our second spot is a quiet viewpoint above Sveti Stefan.

Below I’ll be honest about every well-known spot: where the crowds get in the way, where you’ll sit in traffic, where the sun slips behind the mountains early, and where we shoot ourselves. Perast and its islands: the best proposal spot in the Bay of Kotor
A private boat near Perast
Ask us where to propose in Montenegro and we’ll almost always say: on the water off Perast. This tiny town is half an hour’s drive from Kotor, and right opposite it, in the middle of the bay, sit two islets, Our Lady of the Rocks and St George. On a boat there are no passers-by and no queue for the same shot, so the moment stays yours alone.
No need to hunt for a skipper: we book the boat and meet you right at the pier. A drone captures you from above too. You could take a different route around the bay, but nowhere else in it will you find views like Perast and its islets. Good to know: in summer central Perast is closed to cars, and the paid car parks are only at the entrance and exit of town. Leave plenty of time so you don’t miss the boat. |
Our Lady of the Rocks: proposing on the island itself
Dreaming of getting down on one knee right by the church in the middle of the bay? That dream is real, it just keeps its own hours. We shoot proposals on the island itself from June to August, in the evening, once the church has closed and sunset is not far off.

Kotor and the mountains above the bay: beautiful, but plan ahead
Kotor is the first place most people think of for a proposal in Montenegro: old walls, mountains plunging into the water and the bay below. It really is stunning. But in summer Kotor’s best-known spots are packed, and the drive up can easily eat your whole golden hour. Here’s what we think of each one.
The cable car to Lovćen: the whole bay from above
The cable car climbs from the edge of Kotor almost to the top of Lovćen, to around 1,348 metres, in just a few minutes. From up there the Bay of Kotor is laid out in front of you, and close to sunset the mountains around you light up warmly, ridge after ridge. Plenty of people come up for sunset, but the area is big, and away from the main viewing deck you can find a quiet corner.
It’s always cooler and windier at the top than down by the sea, so bring a light layer even in summer. In a thunderstorm or strong wind the cable car may stop, so check it’s running before you set off.
The serpentine and Horizont bar: a view for a drink, not for the ring
The old road out of Kotor winds up through more than twenty hairpin bends, and the bay view gets wider with every one. Along the way you’ll find Horizont bar, with the same panorama, a lovely place for a coffee or a glass of wine. For the proposal itself, though, we’d skip it. In summer traffic on the serpentine is restricted by time of day, tour buses cause jams, and by sunset the bar is often packed.
Instead of romance you can easily end up with frayed nerves and missed light. And on a cloudy day the serpentine views can disappear into fog altogether. Better to come back another day and raise a glass to your yes in peace.
Gorazda Fortress: a quiet panorama above the bay
Want old fortress walls without the crowds? Have a look at Gorazda. This Austro-Hungarian fort was built in 1884-1886 at 452 metres, between Kotor and Tivat. On one side you see the inner Bay of Kotor, on the other the Bay of Tivat, and there are far fewer people here than in the Old Town.
You get here on the same serpentine road as Horizont bar, so in summer you face the same traffic restrictions and the same jams. Leave plenty of time and don’t cut it close to sunset.
Kotor Fortress (St John): great view, zero privacy
The view of Kotor and the bay from the top is breathtaking, but it sits at the end of more than a thousand stone steps. The climb takes about an hour, usually in full sun and in a steady stream of tourists. You’ll arrive tired, and you still won’t get the place to yourselves, so we don’t recommend the fortress for a proposal.
Kotor Old Town, city walls and piers
Inside the walls it’s wonderfully atmospheric: narrow lanes, old churches, stone polished by centuries. But in summer the Old Town is one continuous stream of people, especially on days when cruise ships are in port. On the town piers people swim and sunbathe all season, so someone else’s towels are bound to end up in your photos. Kotor is perfect for an evening stroll together, but for the question itself choose the water.

Sveti Stefan and Budva: saying yes with a view of the island
The viewpoint above Sveti Stefan
The island hotel of Sveti Stefan is probably the most recognisable view in Montenegro. From the viewpoint you see all of it from above, with the Adriatic stretching out behind it. It’s easy to reach from Budva, just a few kilometres away.
There’s a catch. The famous panoramic terrace above the island is often booked for weddings and private events, and when it is open, crowds pour in for sunset. So we shoot proposals at a quiet spot above Sveti Stefan with the same view, where it stays calm even in high season. There’s no boat or drone with this option, but the logistics are much simpler. The Sveti Stefan bridge: closed for now
The stone bridge to the island looks like a postcard, and many couples dream of proposing right on it. Sadly, the bridge itself is closed for now, you can’t walk onto it, and only hotel guests get onto the island. All around it, on the shore and the beaches, it’s busy with tourists all season. The island looks gorgeous from the shore, but there’s no privacy here for a proposal.
Budva: beaches and the old town

How to choose a proposal spot: light, crowds and the road
A beautiful view alone doesn’t make a great proposal. Before we suggest a spot, we always look at three things.
- Light. We shoot during golden hour, the last hour before the sun disappears. In the bay the mountains come right down to the water, so in Perast the shade arrives earlier than on the open coast at Sveti Stefan.
- Crowds. In summer the most famous places are also the busiest. On the water or at a quiet viewpoint you stay just the two of you, even in August.
- The road. A jam on the serpentine or hunting for parking in Perast can easily swallow that precious hour of light, so we always plan your meeting time with a buffer.

Wind or rain is rare in season, but we keep an eye on the forecast, and if the weather lets you down we’ll shift the time or move the date.
