Old towns like old town in Budva has fortress wall where you can go and walk around. In Budva there are 3 ways to go there.
1. Near the Citadel (in high season costs 2 euro per person. In low season is closed)
2. Near restourant La Villa there is stairs. Usually is closed
3. On the other side from Citadel there is one more stairs
Sometimes everything is closed, sometimes no and there is nobody to take fee. But I think 1st way is okay in season)
